At least four people are dead in Key Peninsula, Washington, in a stabbing at a home early Tuesday, according to authorities.

A call came in at 8:47 a.m. regarding a man violating a no-contact order at a home, according to the Pierce County Sheriff's Office. The order was not valid because deputies had yet to serve the man with a copy of the order, the sheriff's office added.

Witnesses reported that a man "was stabbing people outside the home" as deputies were en route to serve the order at 9:30 a.m., according to the sheriff's office.

"A solo deputy arrived and shots were reported at 9:33 a.m.," the sheriff's office said.

Three people were killed and another was taken to a hospital where they "later succumbed to their injuries," according to the sheriff's office.

A 32-year-old male suspect is also dead after being shot by a deputy, Tacoma Police Officer Shelbie Boyd told reporters. Boyd added that officials were working through the identification process for the deceased.

The relationship between the victims and the suspect is currently unknown, Boyd added.

"I'm uncertain of who the initial caller was," Boyd said. "I would assume it was somebody who had knowledge of the order, because that was the initial information deputies received."

Deputies were able to locate the order and intended to serve it to the suspect when they arrived on scene, according to Boyd.

"In order for a violation to be valid, the individual has to have been served so that there's knowledge that the judge has prohibited them to have contact and what those requirements or conditions are," Boyd said.

The sheriff's office described the scene as "very active" and noted that the Pierce County Force Investigation Team has taken over the case.

A California city council unanimously approved an ordinance banning a "hazardous" activity on city beaches: digging holes. The Del Mar City Council voted on the change during a meeting on Feb. 3.

"Recently, staff and concerned members of the community have observed an increase in the digging of hazardous holes and the burying of individuals," city employees Maggie Jones, Jon Edelbrock and Ashley Jones wrote in an introduction to the ordinance in the Feb. 3 city council agenda report.

There are several reasons for the unusual move. "This has resulted in safety concerns including collapse hazards, trip-and-fall risks, impediments to emergency vehicles and equipment, and potential injury or suffocation," they write.

The public servants say they developed the proposed ordinance after reviewing similar regulations adopted by nearby coastal jurisdictions. They reported that Los Angeles County, and the cities of Imperial Beach, Newport Beach, Laguna Beach and Huntington Beach already had limitations in place regarding digging holes.

According to the proposed ordinance, visitors are prohibited from digging holes 2 feet or deeper, burying individuals below the sand level, burying garbage or other waste in the sand and leaving holes unattended by a "responsible adult." It also directs parents of children who dug holes to fill them in prior to leaving the beach area.

"The goal is to clarify allowed activities, establish safety standards and ensure responsible beach use," Jones, the management analyst for the city's Community Services Department, said during the Feb. 3 meeting, per theSan Diego Union Tribune.

The ordinance says enforcement will be handled through the Community Services Department staff, who will also create public signage, provide verbal warnings and, when necessary, issue administrative citations for non-compliance.

Valentina Woody, who was enjoying the beach with her kids on Sunday, tellsNBC San Diegoshe's not a fan of the ban, but understands the motivation.

"It is very weird," she says. "I feel like I should have the freedom to do what I want on the beach, of course legally, and I think for me as a parent, my kids should be able to have open freedom and range to everything."

Woody adds: "I think having holes or digging holes, structures or whatever, let them use their own creativity."

According to the local outlet, the ordinance is set to go into effect in March.

Aftermath of heavy rains in southeastern Brazil

SAO PAULO/JUIZ DE FORA, Brazil, Feb 24 (Reuters) - At least 30 people died after heavy rains hit Brazil's southeastern ‌state of Minas Gerais, local authorities said on Tuesday, while 39 people were ‌missing.

The state fire department confirmed the deaths happened in the cities of Juiz de Fora and Uba, about ​110 km (68 miles) apart.

President Luiz Inacio Lula da Silva offered his condolences in a post on X. "Our focus is to ensure humanitarian assistance, the restoration of basic services, support for displaced people, and aid for reconstruction," he wrote.

About 440 people have been displaced in Juiz de Fora, the ‌city hall said, as the ⁠rain triggered flooding and landslides and forced the suspension of classes in municipal schools.

Specialized teams have mobilized to respond to incidents and search for ⁠missing people, it added. The state fire department said 134 officials were deployed to Juiz de Fora and Uba.

"It's a precarious situation; many people are missing. But by helping each other, we'll ​eventually find ​everyone," Gabriel Vitor, a 24-year-old state firefighter deployed ​to Juiz de Fora, said.

PUBLIC CALAMITY

Brazil's ‌government has recognized a state of calamity in Juiz de Fora, speeding up relief and humanitarian aid, it said in a statement.

Much of Brazil enters the peak of its rainy season during summer, from December to March, bringing frequent intense downpours, thunderstorms, flooding and mudslides.

"It was terrible; words can't describe how sad it is. Just ask God to find those ‌who survived and to perform a miracle," said Jaqueline ​Teixeira, a 45-year-old Juiz de Fora resident.

The Juiz de ​Fora city hall said this has ​been the rainiest February in the city's history, with rainfall already more ‌than double the amount expected for the ​month.

Mayor Margarida Salomao said ​in a statement on social media that the situation was "critical."

Brazil's National Institute of Meteorology on Tuesday issued heavy-rain alerts for parts of 14 states, including the entire area ​of Minas Gerais and Rio ‌de Janeiro.

A classic case of supply and demand, expect values and contract numbers to explode this offseason withDaniel JonesandMalik Willisheadlining the group of free agents with just weeks to go before the opening bell.

Other names, likeKirk Cousins, will join this group down the line and some might be removed before free agency even starts. As it stands, only four quarterbacks were able to sneak into thetop 100 list of NFL free agents this year, according to USA TODAY Sports' Nate Davis.

1. Daniel Jones (2025 team: Indianapolis Colts)

Jones revived his career with theColtsin 2025, which was later cut short aftersuffering a torn Achilles in Week 14against theJacksonville Jaguars. The quarterback did enough to warrant a new lease on NFL life, which seems likely to result in a return to the Colts.

If he hits the open market, he is clearly the best available with a better track record and potential for long-term success than the other available options in free agency. Someone will want to see if Jones is the nextSam Darnold, who proved his doubters wrong by leading theSeattle Seahawksto a victory inSuper Bowl 60.

2. Malik Willis (2025 team: Green Bay Packers)

Teams will always be willing to take a flier on potential. It's an easy sell, especially in a year where proven commodities simply don't exist. Willis filled in nicely forJordan Lovewhen needed over the last two seasons, completing 78.7% of his passes while throwing six touchdowns and zero interceptions. He also displayed plenty of rushing upside, posting 261 rushing yards and three touchdowns as a runner.

While his experience as a starter is limited, someone will invest and hope to find the next breakout star. The tools are certainly there.

3.Aaron Rodgers(2025 team: Pittsburgh Steelers)

Rodgers took fans on a wild ride during the 2025 offseason before eventually settling on a one-year deal with the Steelers. Retirement rumors swirled last year and they will inevitably swirl again this year. If the 42-year-old elects to keep playing, sticking around in Pittsburgh to reunite with his formerPackershead coach, Mike McCarthy, makes plenty of sense.

If ring-chasing is the goal for the four-time NFL MVP, perhaps theMinnesota Vikingscome calling. As always, anything can happen with Rodgers.

4.Russell Wilson(2025 team: New York Giants)

TheGiantsbenched Wilson after just three games as a starter, paving the way forJaxson Dartto take over. It was a case of the noise getting too loud for the Giants to ignore, especially after Wilson led the team to a 0-3 record and completed a career-worst 58% of passes.

Given the lack of options this offseason, perhaps there is a chance for him to compete for a starting job next season. Otherwise, he seems best fit for a backup gig.

When does NFL free agency start in 2026?

NFL free agency in 2026starts on March 9 at Noon ETwhen the legal tampering period opens. Players can officially begin signing contracts when the new league year begins at 4 p.m. ET on March 11.

Mbappé was not included in the squad for the game at the Santiago Bernabeu Stadium because of a left knee injury he has been nursing for some time.
